Senator Ahmad Lawan And The 9th Senate

At the risk of being immodest and without equivocation, Senator Ahmed Lawan, current Majority Leader in the outgoing Senate, is to all intent and purpose, the man who should lead the 9th Senate which is due to come on board come June.

Truth be told, of the current pack of contenders who have been making some subterranean moves to the Senate Presidency, Senator Lawan, representing Yobe North Senatorial District, stands out of the lot because of the robust legislative experience he has garnered over the years, dating back to 1999 when the country returned to civil rule.

Aside his intimidating legislative acumen spanning two decades and still counting, Senator Lawan, smart and unassuming, has also in the course of his eight-year stint in the Green Chamber before detouring to the Senate in 2007, acquired enough man-management skills that placed in a good stead ahead of others as an excellent manager of men coming from different backgrounds, varied egos, political beliefs, persuasions e.t.c.

With his versatile and diverse knowledge of the National Assembly, it did not come as a surprise to this writer when one political commentator described Lawan as the ‘memory card’ of Senate during a recent television program. And the commentator was right on the money! You only have to encounter him on the floor of the Senate to know what he carries upstairs as far as the business of law making and other allied matters is concerned.

By the way, Senator Lawan, a thorough progressive through and through, did not just find himself by accident within the Nigerian political leadership milieu. He consciously prepared himself for it. And that accounts for why he has shown brilliantly so far. Simply put, he is not an accidental lawmaker.

Before his foray into politics, Lawan got the highest academic degree anyone can acquire: he capped his sterling academic credentials with a PhD in Remote Sensing and GIS from the influential Cranfield University in the United Kingdom and was a lecturer at the University of Maiduguri before leaving the gown(university) for the town(parliament) where, till this day, he has been able to bring his background in scholarship to bear on his legislative works.

Senator Lawan had been prodded to become the Senate President in 2015 by the leadership of the APC having informally zoned the position to the northeast geopolitical zone. But he was not to get the position following the emergence of Senator Bukola Saraki who struck a deal with the PDP bloc of the Senate and some APC senators who rebelled against the zoning arrangement of the party.

The emergence of Saraki from Kwara State as Senate President created some internal squabbles within the Senate and also polarized the APC into different tendentious factions.  It won’t be a surprise to anyone today if the wounds occasioned by ascension of Dr Saraki as Senate President have truly healed. Even if the wounds are no longer visible, the scars linger on.

In all of these, Lawan, though fiercely independent, did not go against the supreme will of the party even when he could have done so with overtures from the other side. He took his time until he was unanimously elected by his colleagues as Senate Leader following the removal of Senator Ali Ndume from the position.

The contributions of Lawan as the Senate Leader are crystal clear for everyone to see. In the times of peace, he spoke like a born statesman. During tempestuous moments on the floor of the Red Chamber as often seen, he was the rallying figure for rebuilding bridges burnt by his senator colleagues.

If there be a fourth quality to Altice’s quote above, it should be experience and these four, unequivocally, are domiciled in Ahmad Lawan, senator of the Federal Republic of Nigeria.

For someone who’s spent the last 20 of his 60 years on earth in the National Assembly and helping to make laws for the good governance of the country, Lawan’s honesty of purpose, respect for divergent views, loyalty to and believe in party supremacy as well as proven experience in the business of lawmaking makes him the obvious choice for the legislature’s top job.

First elected to the House of Representatives from Yobe State in 1999, Lawan chaired the House Committees on education and agriculture at different times in his two-term stay in the green chambers.

As they say, the reward for hardwork is more work and Lawan was compensated for his diligence at the House of Representatives, Lawan was sent back to Abuja by his people but, this time, as a senator representing Yobe North Senatorial District in 2007.

It is easy to predicate the call for a Lawan Senate Presidency on his longevity in the legislature but a forensic examination of his legislative acumen, academic qualifications and interpersonal relationships across all divides will show why he towers heads and shoulders above others for the coveted post.

As a staunch party loyalist, he has been a member of the All Progressives Congress (APC) from onset, never left room for any lingering doubts about where his loyalties and commitments laid even when he felt short-changed by the treachery of those who held the party to ransom against official directives.

As a first time senator, he was made a member of the National Assembly’s Joint Committee on Constitution Review in 2008.

In 2009, as chairman of the Senate Committee on Public Accounts, Lawan initiated and sponsored the Desertification Control Commission Bill.

Making a case for a Lawan presidency is made easier when one considers how, as Senate Leader, his maturity, leadership style and foresight helped to steady the rocky boat of the APC caucus in the National Assembly when it was easier to throw caution to the wind and partake of the brigandage that characterised the relationship between the NASS leadership and the executive arm of government.

A man imbued with uncommon clarity of purpose already has a vision of what the ideal executive/legislature relationship ought to be: “All in all, the Ninth Senate and by extension the Ninth Assembly will be one, be on the same page with the executive on the next level agenda that will be characterised by robust business of governance and seamless relationship. It will be a Senate that will focus more on productivity for the growth of Nigeria than hostility with any other arm of government.”

Lawan’s calming influence, his ability to network and horse trade across party lines as well as his progressive ideological bent positions him to lead the  9th Assembly.

Lawan’s candidacy ticks all the right boxes, his acceptability across party lines is not in doubt and his managerial ability can only lead to a productive synergy among all the tiers of government.

Senator Lawan: Ninth National Assembly will collaborate with executive

Senate Leader, Senator Ahmad Lawan, has hinted that the ninth national assembly to be inaugurated in June will collaborate with the executive arm of government for the development of the nation.

Lawan, who spoke with reporters in Abuja  recently, said the legislative arm of government will be on the same page with the executive arm from May 29.

He said, “All in all, the Ninth Senate and by extension the Ninth Assembly will be one, be on the same page with the executive on the next level agenda that will be characterised by robust business of governance and seamless relationship”.

He expressed happiness that his party, the All Progressives Congress (APC), will have majority seats at the Ninth Assembly “which will bring the required synergy between the Senate, by extension the National Assembly, with the executive arm of government particularly the presidency”.

Lawan further emphasised that the Ninth Senate “will be a Senate with positive disposition and policy direction with the executive.

“It will be a Senate that will focus more on productivity for the growth of Nigeria than hostility with any other arm of government”.

He expressed hope that the oil price would appreciate in the international market to allow for the legislature to effect necessary appropriation

“Our prayer is that the oil price in the international market should increase than it is now and even oil production to increase from 1.9 million to the projected 2.3 million in the 2019 budget, so that the executive can rake in projected revenue for a friendly National Assembly to give the required appropriation”, the Senate Leader further said.

Lawan, a ranking Senator since 2007, is one of the reelected Senators believed to be the  Senate President once the Ninth Senate is inaugurated in June.

Senate presidency: Yobe APC To Storm Abuja to rallies support for Senator Ahmad Lawan

The All Progressives Congress (APC) Yobe North Senatorial district, wants Senate leader, Ahmad Lawan, as Senate President of the ninth assembly.

Alhaji Mella Ladan, Yobe North Zonal Vice Chairman of the Party, stated this at a press briefing on Friday in Damaturu.

He said the entire people of the zone, including supporters of the opposition, were united in support of Lawan’s aspiration for the senate president.

Ladan described Lawan as most qualified for the office, considering his experience and vibrancy in the National Assembly.

“You know Lawan is never a bench warmer; his meaningful contributions on the floor of the senate has always provided a direction to the assembly.

“His loyalty to the party leadership from ward, local government, zonal, state and national levels, is never in doubt; his contributions to the stability of the Federal Government after the exit of Bukola Saraki and others to PDP, are exemplary and unique.

“With Dr Ahmad Lawan as senate president, there will be robust executive and legislative working relationship for the benefit of Nigerians,” Ladan said.

According to him, in the last four years, APC wasted precious time on personality clash and unnecessary feuds, which delayed passage of budgets and bills meant to improve the lives of the people.

He cautioned the National Working Committee (NWC) of the party and the presidency against repeating the mistake of 2015, saying: “you must be practically involved in the election of the NASS officers for a vibrant, harmonious and result oriented working relationship to improve the lives of Nigerians.”

Ladan said the senatorial district would storm Abuja to generate support for the senate leader because “he is the most qualified with the requisite experience and character to support the APC national government to succeed.”

Senate Presidency: APC recommends Senator Lawan for Senate Presidency, President Buhari said he was in support of the party’s position

The ruling All Progressives Congress (APC) ecommended the Senate Leader, Ahmad Lawan (APC, Yobe) for the position of Senate President in the ninth Assembly.

The recommendation was made during a meeting recently at the Presidential Villa, Abuja.

In attendance were President Muhammadu Buhari, 11 governors, national chairman of the All Progressives Congress (APC), Comrade Adams Oshiomhole and senators-elect, of the ruling party.

Multiple sources at the meeting that lasted for about two hours, said Oshiomhole announced the recommendation in the presence of the three other contenders for the Senate Presidency namely Senator Ali Ndume (Borno), Senator Danjuma Goje (Gombe) and Senator Abdullahi Adamu (Nasarawa).

Senator Bello Mandiya (APC Katsina) confirmed that the party had recommended Senator Lawan.

Sources told newsmen that ranking senators have started lobbying for important positions in the Senate.

Senator Goje is said to be working to retain his position as chairman appropriation committee while Sen. Abdullahi Adamu is being considered to succeed Lawan as the Senate leader.

One of the Senators-elect who did not want to be mentioned also confirmed the story.

He said: “We were all shocked when he (Oshiomhole) told us that Lawan is the next Senate President. He did not allow us to speak before they directed that the National Anthem be recited,” he said.

Another lawmaker-elect, said when Oshiomhole mentioned Lawan as the next Senate President, president Buhari said he was in support of the party’s position.

Lawan, a ranking lawmaker was the preferred candidate of the APC in 2015, but Senator Bukola Saraki, with the massive support of the Peoples Democratic Party (PDP) lawmakers, dribbled the party, to clinch the position.

There has been intense politicking between Senators-elect from North East and North Central geo-political zones over the Senate presidency position. The ninth assembly is expected to be inaugurated in June, this year.

The governors in attendance were those of Kebbi, Zamfara, Plateau, Jigawa, Kaduna, Lagos, Osun, Oyo, Borno, Yobe and Kogi states. The Secretary to the Government of the Federation, Boss Mustapha was also in attendance.

Also in attendance, was the Anambra South Senator-elect, Ifeanyi Ubah, who is of the Young Peoples Party (YPP).

Around 9:pm, after Oshiomhole delivered his speech, journalists were excused from the venue of the meeting. The Senior Special Adviser to the President on Media and Publicity, Femi Adesina, asked the journalists to leave, saying “It’s time for family talk”.

Oshiomhole said the meeting was convened to map out strategy on how to come up with the leadership of the ninth Assembly. He said the APC so far has 65 senators-elect and 223 Reps-elect.

With majority at the both chambers, he said APC will produce all the presiding officers, the Senate president, deputy Senate president, Speaker and the deputy speaker.

He said unlike in the present parliament, the APC will produce chairmen of strategic committees in the ninth Assembly.

Oshiomhole said the APC lawmakers-elect were voted to give President Buhari the needed support for him to take radical reform for the development of the country.

“Nigerians voted for us to take charge of the executive and the legislature. This meeting is to discuss the leadership question in a win, win way. We do not need to do business with the opposition when we have the numbers,” he said.

Oshiomhole said out of the 16 senators who dumped the APC, only one, Dino Melaye was reelected, because “the chamber will be boring without an entertainer”.

He described Uba, the YPP Senator-elect who attended the meeting, “as a smart guy who want to belong to the people’s party.”

Senate presidency: Why I’m reaching out to all senators-elect – Senator Lawan

Senate Majority Leader, Sen. Ahmed Lawan, has disclosed that the governing All Progressives Congress (APC) retains majority seats in the upper legislative chamber, despite the defection of some Party members recently.

The lawmaker representing Yobe North in the Senate, Senator Ahmad Lawan, has said that he was reaching out to all senators-elect irrespective of party affiliation because the Senate was not for the All Progressives Congress, APC, alone.

Senator Lawan is in the frontline of emerging as President of the 9th Senate after unsuccessful attempt in 2015.

Lawan stated this when he fielded questions from Journalists  in Abuja during the orientation Programme for Senators-Elect and Members of the House of Representatives-elect.

The lawmaker said he was reaching out to Senators of the APC, Peoples Democratic Party, PDP, and the Young Progressive Party, YPP, because the Senate belongs to all and not only his party, the APC.

He said, “We are reaching to all our colleagues, regardless of their political persuasions after all we are supposed to work together.

“It is not just going to be a Senate for only the APC members. It is a Senate that will consist of the APC, PDP, and YPP.

“Therefore, we need everybody to support the genuine and laudable course of making Nigeria better.

“I will ensure that our administration is able to deliver laudable projects for Nigerians and the best way to achieve this is for all of us to work together.”

Speaking on Senate President Dr. Bukola Saraki’s assertion that public negative perception of the National Assembly is the greatest problem, he added, “Well, you know parliamentarians all over the world are not very popular people because we are so exposed and we interact much more frequently with the public more than any arm of government, but you work hard on your integrity and on your reputation where you think you are not doing things right and the public particularly tells you that what you are doing is not right, you need to reflect and look at how you can improve and do better.

“I believe that as distinguished senators, honourable members of the House of Representatives, we should conduct ourselves with dignity and with respect and ensure that we deliver all those things that are expected of us.”

Senator Sabi assures Ahmad Lawan will clinch 2/3 to emerge Senate president

The Spokesperson of the Senate, Sen. Abdullahi Sabi, has expressed optimism that Sen. Ahmad Lawan would clinch two third votes to emerge as Senate President in the 9th Senate.

Sabi, who gave the assurance while briefing newsmen  in Abuja, said with the All Progressives Congress’ (APC) nod and assurances from the senators-elect across party lines, Lawan would emerge winner.

Sen. Sabi (APC-Niger), who won his re-election to the 9th Senate, said negotiations are already on to garner support for Lawan to emerge president of the senate.

He allayed fears that Lawan’s leadership would be devoid of inclusiveness, adding that he would carry all lawmakers along.

He said while there is no gainsaying the fact that lawmakers have the right to take decisions affecting their constituents, their decision would favour Lawan.

“Lawan was adopted by the executive and we need to respect that and work together.

“There is only one executive arm and we must work in synergy in the interest of Nigerians rather than individual interest,’’ he said.

“I am optimistic that Lawan will get two-thirds majority to clinch the seat as 9th Senate President,’’ he said.

He said Lawan is well experienced to hold the position having been in the National Assembly since 1999.

9th Senate: Barau pushes for Sen. Ahmad Lawan as Senate President

AHEAD of the inauguration of the 9th Senate and the emergence of the presiding officers, serious horse trading and intrigues have continued to play out, as Chairman, Senate Committee on Tertiary Education and TETFUND, Senator Barau Jibrin, APC, Kano North, Friday threw his weight behind the Senate Leader, Senator Ahmad Lawan as the next Senate President.

Sen.Ahmad-Lawan According to Jibrin, Senator Ahmed Lawan ( APC Yobe North) is the most experienced Senator.

Senator Barau Jibrin in a statement he personally signed, stressed the need for the nation’s parliament to follow established international parliamentary norms to elect Nigeria’s next senate president, stressing that presiding officers of parliaments all over the world are elected based on experience.

The Senator who noted that the North East has the highest ranking senator in the 9th Senate and that the geopolitical zone should not be denied their rights by taking the position away to another zone, said:” It is now a golden opportunity for all and sundry to facilitate the election of the Senate President using the template of the established international parliamentary practice.

“In parliaments all over the world, presiding officers of Assemblies are elected based on their experiences as leaders of the caucuses of the various assemblies.

“Thus, when a party secures a majority after a general election into an assembly, the leader of the caucus of such a party in the assembly transforms to be the President or Speaker of such an assembly in a process devoid of any rancour.

“The practice is adopted because of the precept of the more you stay in the assembly, the more experienced you are.

” He pointedly declared that the most experienced senator in the coming 9th Senate from the North East is Ahmad Lawan, who he said, had been in the federal parliament since 1999, adding,

“The president of the 9th Senate should be Senator Ahmed Lawan from Yobe State as he is the leader of the APC Caucus in the current 8th Senate.

“The parliament as a unique arm of government all over the world thrives on experienced parliamentarians providing leadership in order to give purposeful direction to the other arms of government and the society at large.

Buhari Women Support Group endorses Senator Ahmed Lawan for Senate President

The Buhari Women Support Group has endorsed Senator Ahmed Lawan for Senate President as they lent their Voice on the power tussle in the National Assembly over the Senate President candidacy.

The women urged the leadership of the All Progressives Congress to be stern on anyone who tries to cause confusion in the Party.

According to the spokesperson of the group, Aisha Aliyu Obalim, Senator Ali Ndume and Danjuma Goje should respect the rules of the party and its arrangement for the position of Senate President. She added that the APC has made so many sacrifices to attain it’s present Political status and relevance, for this reason, it should have no place for spoilers.

She concluded by saying that the duo of Ali Ndume and Danjuma Goje should honorably leave the Party if they would not abide by the rules.
