Jasper man arrested following domestic dispute

Steuben County Sheriff Jim Allard reports that on September 22, 2019 deputies arrested Darryl R. Vaughn, age 60, of County Route 7, Jasper, New York. Deputies responded to a report of domestic violence. It is alleged that Mr. Vaughn had choked and harassed another person while at a residence on Prutsman Road in the Town of Troupsburg, New York. Mr. Vaughn was charged with Criminal obstruction of breathing or blood circulation, a Class A Misdemeanor and Aggravated Harassment, a Class A Misdemeanor. Mr. Vaughn was arraigned at the Centralized Arraignment Court and released.

DEC Announces Youth Pheasant Hunting Weekend for Western New York

A special youth-only pheasant hunting weekend will be held in Western New York on Oct. 12 and 13, the New York State Department of Environmental Conservation (DEC) announced today. The hunt will occur one week prior to the regular pheasant hunting season and provide junior hunters (ages 12 to 15 years old) with the opportunity to hunt pheasants with a licensed adult companion when fewer hunters are afield. The 2019-2020 regular pheasant season opens Oct. 19.
“The youth-only pheasant hunting weekend helps acclimate junior hunters to upland game bird hunting and provides a great opportunity for experienced hunters to share safe hunting values and skills with our future sportsmen and sportswomen,”said DEC Region 9 Director Abby Snyder.
Junior hunters must be accompanied by a licensed adult hunter during the youth pheasant hunt. Accompanying adults will not be allowed to possess a firearm or take a pheasant during this special season. During the two-day youth hunt, junior hunters will be allowed to take two birds per day, as allowed during the regular season. Pheasant hunting boundary descriptions can be found on DEC’s website or on page 43 of the 2019-2020 Hunting and Trapping Regulation Guide. All other pheasant hunting regulations remain in effect.
A special permit will be required to hunt at Joseph Davis, Golden Hill, and Wilson-Tuscarora State Parks in Niagara County. An individual permit will be required to hunt on Saturday, Oct. 12, and Sunday, Oct. 13. This year’s youth hunt will allow for a second youth hunter to be named on the permit. There will be two separate hunts each day that a permit is required: the first hunt will be from sunrise until 12:30 p.m.; the second hunt will be from 12:30 p.m. until sunset.
Junior hunters interested in entering the Permit Lottery at Golden Hill, Wilson-Tuscarora, and Joseph Davis State Parks should mail a separate, standard-size file card for each date and park that they would like to hunt. Only one permit will be issued to each hunter per day. Cards may be put into an envelope for each respective park and mailed together to the appropriate addresses below:

Information on the file card should include the junior hunter’s name, address, telephone number, e-mail address, hunting license back tag number, hunt date, and desired park location. Entries will be computerized to avoid duplications. All lottery entries must be received by noon on Friday, Sept 27. Questions regarding the permit lottery, should be directed to the respective Park Managers at the numbers provided. There is no fee for the permit and junior hunters awarded permits will have the option of naming one additional junior hunter on their permit.
Approximately 847 adult roosters and hens will be stocked in DEC Region 9 immediately prior to the youth hunt weekend. Birds will be provided from the DEC Reynolds Game Farm. Please refer to the attached table for a summary of release sites in each county.
Youth hunters wishing to hunt pheasants in Allegany State Park are reminded that they must pick up a free hunting permit at the park’s administration building near Redhouse Lake before hunting in the park. For questions about pheasant hunting in Allegany State Park, call (716) 354-9121.

Steuben legislators give initial approval to proposed law; set formal budget dates

BATH — Steuben County legislators took the first step Monday in setting up a new traffic diversion law and approved important dates for the county’s 2020 budget. If adopted in late October, the law would allow the county District Attorney’s office to give drivers charged with traffic violations and related misdemeanors the option of taking a driver education program approved by the New York State Department of Motor Vehicles. Supporters say the diversion program will allow drivers to improve their skills and increase road safety in the county. Legislators also approved 10 p.m. Nov. 14 for the annual budget presentation by county Manager Jack Wheeler, with 11:30 a.m. Nov. 25 set for the public hearing on the proposed 2020 budget. That budget will be worked on by the county Legislature’s Finance at their special budget workshop set to follow the committee’s regular 9:30 a.m. meeting on Oct. 8 in the legislative committee room. The committee members face the annual challenge of providing services to county residents and developing a solid economic base while state-mandated costs add significant charges onto property owners.


Anticipated expenses in 2020 include soaring costs for the county District Attorney’s office and Sheriff’s Department due reforms in the state’s Criminal Justice Reform Act and the new centralized arraignment system imposed by the state two months ago. While county legislators approved Monday additional personnel in the district attorney and sheriff’s offices, costs are expected to continue to rise, with more changes to the state’s criminal procedure law expected to take effect Jan. 1. Steuben’s current budget is $191 million with a property tax levy of $50 million. The current average tax rate is $8.25 per $1,000 assessed value, slightly less than the rate in 2018. Actual property taxes will depend on the equalization rate of the town in which property owners reside. In other action Monday, Steuben legislators accepted the 2019 State Homeland Security Program Grant of nearly $130,000.

The grant will provide $32,500 to the Sheriff’s Office for terrorism prevention activities, with the remaining $97,500 used by the county Office of Emergency Services for emergency notification programs such as Ready Steuben and the volunteer responders’ service, “IamResponding.”

Obituary: Mary Lou R. Lewis, 85, of Coudersport

Mary Lou R. Lewis, 85, of Coudersport, PA, died Saturday, September 21, 2019 in her home.  Born August 1, 1934, in Ithaca, NY, she was the daughter of Clifford G. and A. Isabelle Perry Reynolds.  On March 30, 1951, in Mills, she married Howard N. Lewis, who survives.  Mary Lou was employed by North Penn Gas Co. in Westfield and First Citizens National Bank in Ulysses.  Surviving besides her husband, Howard, are:  three children, Debora A. (Richard) Cowburn of Coudersport, Vanessa M. (Bradley) Nortum, Sr. of Wilcox, and Kevin N. (Sarah) Lewis of Aurora, CO;  three grandchildren, Chad (Rachel) Cowburn, Mathew (Crissy) Cowburn, and Daniel Lewis;  five great-grandchildren, Evan, Mackenzie, Maddyson, Joshua, and Braeden;  and nieces and nephews.  She was predeceased by four siblings, Rex Reynolds, Clifford G. Reynolds, Jr., William Reynolds, and Beverly J. Hess.  A private service will be held at Olney Funeral Home & Cremation Service, Ulysses, PA.  Burial will be in Mills Cemetery.  Memorials may be made to the Patterson Cancer Center, c/o Cole Memorial Hospital, 1001 E. Obituary: Shirley E. Miller, 80, Hornell

HORNELL – Shirley E. Miller, 80, of 375 Ontario Street died Saturday morning (September 21, 2018) at her home, following a long illness. Born in Brown Station, MO on April 17, 1939, she was the daughter of Warren & Ruby (Morris) Stone.

Shirley’s family lived in Columbia, MO until she was five years old.  She has resided for most of her life in the Hornell-Canisteo area. 
She was a graduate of Canisteo Central School (class of 1958).  Following high school graduation, she was employed for about 2 years at the former Marion Rohr Corporation in Hornell and also Ontario Industries of Hornell.  Shirley later served as a crossing guard / police matron for the City of Hornell where she attended to and transported female prisoners and patients.  Prior to her retirement, she served as a Unit Secretary on both medical floors as well as the Emergency Room at St. James Mercy Hospital.
Shirley enjoyed baking and was well known throughout the area for baking and decorating beautiful wedding cakes for family & friends.  She also enjoyed machine embroidery and was one of the first seamstresses in the area to master the art of embroidery and monograms.
In addition to her parents, Shirley was preceded in death by her daughter, Tammy Waters (died January 23, 2010); her brother, Lonnie Kellogg (died July 31, 2009); her sister, Deborah Cartwright Kellogg (died April 16, 2019).
She was married on May 27, 1960 to Brian Miller who survives.  Also surviving are her son, Jeff (Cindy) Miller of Hornell; 2 brothers, Richard “Rick” (Mary Ellen) Kellogg of Hornell and Leslie Kellogg of Orange City, FL; her sister, Fran Makitra of Chesapeake, VA; 4 grandchildren; 4 great-grandchildren; several nieces & nephews.
A special thank-you must be given, at this time, to at least two of Shirley’s Care Givers that tended to her needs for several years.  Those gals are Diane Butler of Hornell and her niece, Amy Butler from the Rural Canisteo area.  The journey of caring for Shirley would have been very difficult without them!
The family of Shirley E. Miller will receive friends on Wednesday from 3:00 p.m. – 6:00 p.m. at the Dagon Funeral Home, 38 Church St., Hornell, NY.  A “Trip Down Memory Lane” will follow at 6:00 p.m. where family & friends will have an opportunity to share thoughts and memories of Shirley.  Final interment will be in Rural Cemetery, Hornell, NY.

Obituary: Martin W. “Marty” Torrey, 66, formerly of Ceres, NY

Zephyrhills, Florida – Martin W. “Marty” Torrey, 66, of 4713 Silver Circle and a former Ceres resident passed away on Saturday, September 21, 2019 in the Advent Health Care Hospital following a brief illness. Born on June 21, 1953 in Olean he was the son of Wayne and Thelma Smith Torrey. He married the former Marilyn Granger on April 20, 1991 in Olean, Mrs. Torrey survives. Marty was a graduate of Bolivar Central School class of 1971.Marty was employed by Admiral Security Services in Tampa Fl. as Director of Security Services.

Marty was an avid Buffalo Bills and Penn State football fan. He was a devoted New York Yankee fan. He was a former member of  Fraternal Order of Eagles Aerie 616 Olean, Olean Elks Lodge 491, Bolivar Lions Club, Kenyon Andrus Post 772 American Legion Bolivar and the Bolivar Fire Dept. Surviving in addition to his wife are his Father Wayne (Barbara Thomas) Torrey Zephyrhills FL. Five Children, Macy (Sue) Torrey Dade City Fl. Mindi (Valerie) Torrey East Lansing MI. William (Crystal) Torrey Portville, Kasey Torrey Augusta GA. Carrie Fidurko Zephyrhills FL Nine grandchildren, Two Great-grandchildren. Three Brothers, Bob (Brenda) Torrey Wellsville, Jody (Chris) Torrey Wellsville, Randy (Debbie) Torrey Zephyrhills FL. One Sister Candy (John) Childs West Palm Beach FL. Several nieces & Nephews. Obituary: Anthony “Tony” Sallazzo, 95, Bolivar

BOLIVAR – Anthony “Tony” Sallazzo, 95, of 100 Davis Street passed away on Sunday, September 22, 2019 at home following a lengthy illness. He was born on April 19, 1924 in McKeesrocks, PA. He was the son of Dominick and Teresa Ciampa Sallazzo. He married the former Barbara Coon on April 27, 1946 in Bolivar, Mrs. Sallazzo preceded him in death on January 20, 2011after sixty-five years of a very happy marriage. Tony was a graduate of Bolivar Central School. Tony enlisted in the U.S. Marine Corps on December 8, 1941 and was sworn in on December 29th of the same year in Buffalo N.Y. After boot camp in Parris Island South Carolina he was attached to Company M-3rd Battalion First Marine Division who saw action in Guadal canal. Later he was transferred to A Company 4th MT. Battalion, 25th regiment 4th Marine Division. Their main objective was to take Japanese Islands that had airfields; the first being two small islands in the Kwajale in Atoll, Roi and Namur. From there, after training at their rest camp in Maui Hawaii, they went on to invade Saipan, Tinian, and Iwo Jima.

Tony was awarded five Combat stars, plus the Navy and Marine Unit Citations with oak leaf clusters, the Presidential Unit Citation –American Campaign- Asiatic –Pacific Campaign –World War II Campaign-Iwo Jima Medal, and the Good Conduct Expert Rifleman-Pistol Sharpshooter medals. He was also awarded the New York State Medal for Merit and Conspicuous Service award, presented by Senator Cathy Young on August 11, 2011. Also on December 12, 2011 the Allegany County Board of Legislators honored Tony with a certificate for his action in the Pacific during World War II.
After his discharge on December 29, 1945, Tony worked for several wholesale distributers selling hunting and fishing supplies traveling throughout Western N.Y. and Pennsylvania. In 1960 he formed his own sales group traveling the thirteen Northeastern states for some of the top manufactures of hunting and fishing supplies. Here he called on Wholesale distributers and major catalog houses, while also presenting a consumer sport shows in most of the states his group covered.
Tony belonged to several gun clubs where he enjoyed skeet, trap and sporting clay shooting. He was an avid Fly fisherman, and he and his lovely wife Barb enjoyed deep-sea fishing near their home in Jensen Beach, Fl.in 1968 he was inducted into the International Fishing Hall of Fame in Florida.
Tony was well known for his famous cooking and loved cooking Italian dishes for his many friends and family Mostly Tony enjoyed and loved his grandchildren and great-grandchildren, and the cherished times they spent together. He was known to say “Who could have lived a better life than Barb and me traveling half way the world, hunting fishing and having such a loving family.
Tony was a member of St. Mary’s Church Bolivar, and Kenyon Andrus Post 772 American Legion Bolivar.
Surviving are one daughter Mrs. Antoinette (Randy) Sprague Portville, seven grandchildren, sixteen great-grandchildren, three great-great grandchildren and several nieces and nephews. He was preceded in death by a son Robert J. Sallazzo on May 22, 1985 and one brother Vincent Sallazzo. Friends may call at the Schaffner Funeral Home Inc. Obituary: Arlouine L. Strassner, 100, Wellsville

WELLSVILLE – Arlouine L. Strassner, 100, of 296 Scott Avenue passed away on Friday, September 20, 2019, at Wellsville Manor Care Center. She was born on June 22, 1919, the daughter of German Immigrants, Henry and Rose Weihonig Liesegang.

Arlouine worked for many years in the Dietary Department of Jones Memorial Hospital. She enjoyed playing bingo and was a former member of the Wellsville Business and Professional Women’s Club. She was an active member of the Immaculate Conception Church and a former member of the Alter and Rosary Society.
Survivors include three nephews, Dale “Skip” [Barb] Payne of Largo, FL., David “Babe” Payne of Wellsville and Doug [Holly] Payne of Brockport; several great nieces and nephews.
She was predeceased by her Parents, her brother Walter Liesegang, her beloved sister Virginia “Ginny” Payne, 2 nephews Daniel and Gary Payne and a great nephew David Payne.
Friends are invited to attend a Mass of Christian Burial to celebrated at 10 a.m. on Wednesday, September 25, 2019, in the Immaculate Conception Church.
